CLEVELAND — Homicide detectives are investigating a person killed on South Moreland on the city’s east side.

Sources tell the I-TEAM the man was shot Sunday afternoon.

Police and homicide detectives are on scene.

Woman struck, killed by hit-and-run driver in Ashtabula County

HARPERSFIELD TOWNSHIP, Ohio — The Ashtabula Sheriff’s Office is investigating after a woman was killed by a hit-and-run driver.

Sheriff deputies were called to the scene early Sunday morning after a woman’s body was found near State Route 534 on Harpersfield Road.

Ohio State Highway Patrol says the woman, 47-year-old Rhonda Ann Beduhn, of Geneva, was walking on the west side of State Route 534 when she was struck by a vehicle that fled the scene.

Officials say she was wearing dark clothing.

The Ashtabula Sheriff’s Office called OSHP in to helped reconstruct what happened and is continuing their investigation.

Local man stops at sheriff’s office to thank law enforcement for saving his life

ERIE COUNTY, Ohio --  On May 17, the Erie County 911 center received a frantic call from a woman saying her husband fell in the shower and was unconscious.

Dispatch quickly alerted EMS and sheriff deputies.

Sheriff Paul Sigsworth heard the call.

"I was going right past the road at the time so I went right over," Sigsworth told FOX 8.

Detective Bob Rieger was right behind him.

"I was doing what I could but then I turned around and saw the sheriff there I was so relieved; I knew he would help us," said Sharon MacNicol.

Her 72-year-old husband, Alex, had suffered a heart attack.

The sheriff and Rieger started CPR.

"The Perkins Township Fire Department trains us and that training really helps," Sigsworth said. "Shortly after we started CPR, the North Central EMS crew arrived. We didn't know if he was going to make it," Sigsworth said.

MacNicol spent a couple weeks in the hospital, but is back home, and extremely thankful. He stopped at the Erie County Sheriff's Office Monday.

"You two saved my life,"MacNicol told Sigsworth and Rieger. "The doctor in Cleveland told me there would have been a 10 percent chance of making it if it hadn't been for what they did."

While MacNicol calls both Sigsworth and Rieger heroes, they say they were only doing their jobs.

"I am so thankful he is ok," Sigsworth said. "This is what you get in this job for, and that is what you live for, to help people."

Program provides released inmates with job training to reduce recidivism

CLEVELAND - John Wesley Ware spent 41 years in prison for his involvement in an aggravated murder and robbery in Lake County.

"I broke the law, I was involved in a crime that had to do with a person losing his life and I regret every minute of it," Ware said. "I tried to do every thing I could to make amends for the part that I played in it."

Now that he is released from prison, he is continuing to do what he can to make a positive difference on your streets.

Thanks to a program called Zero Back, Ware doesn't have to it alone. He has a support system, helping him with his career goals and helping him stay on track.

Zero Back is founded by Tom Johnston, a Cleveland businessman.

"We are going into prisons, helping people identify a career path, versus a job, and then working within the system to them as much training, education, and apprenticeships to get them employed upon release," Johnston said.

Zero Back helped Ware and hundreds of other inmates focus and find the right career.

"My passion is training dogs, which I do part time," Ware said. He is also working at a local hotel. He said God and the Zero Back program made it possible for him to succeed.

He got out of prison last year, and now has his own car and apartment.

Johnston is hoping to help even more inmates and has recently testified before the Senate Finance Committee hoping to additional funding so he can expand the program to five Ohio prisons.

"If they don't go back to prison, they are setting examples for their family," Johnston said. "We are trying to break the cycle and instead of taking tax dollars, they are contributing taxes through employment."

Euclid police investigate fatal crash involving two bicycles

EUCLID, Ohio - Police are investigating a bizarre fatal crash, that involved two bicycles.

The FOX 8 I-TEAM obtained police dash camera video from the scene, that shows the aftermath of the crash that happened around 10 p.m. May 31 on Euclid Avenue.

Police say one bicycle was traveling east bound and the other bicycle was crossing the street when they collided. After the collision, one cyclist fell and hit his head. He was not wearing a helmet and died a short time later.

"There is not a law that adults have to wear a helmet on a bicycle, but we strongly recommend it," said Lt. Mitch Houser. "This is the first time I can remember we had a fatal involving two bicycles and I hope it is the last."

Euclid Police Chief Scott Meyer said officers are still investigating and no charges have been filed.

CLEVELAND, Ohio - Homicide detectives are investigating the fatal stabbing of a 67-year-old grandmother and the stabbing of three young children.

It happened 12:15 a.m. Saturday in the 19600 block of Chickasaw Avenue on Cleveland's east side.

18-year-old Jaylen Latrell Plummer is in custody.

He has not been officially charged.

Plummer was taken to Cleveland Clinic with lacerations to his hands.

There were two 10-year-old female victims and one 12-year-old male victim.

All three are being treated at Rainbow Babies and Children's Hospital.

The Medical Examiner's office identified the victim as Diane Madison.

Police say Plummer entered the rooms of the three juvenile victims and began stabbing them while they were sleeping.

Two of them were able to get out of the house and run to neighbors, where they called police.

According to police, Plummer got in the shower after stabbing the children.

Police say that's where they found him.

Diane Madison had multiple stab wounds.

She was pronounced deceased at the scene.

The FOX 8 I-Team has confirmed she is the mother of serial killer Michael Madison.

One of the children stabbed is Michael's child.

Madison was convicted of aggravated murder in the deaths of three women whose bodies were found near Madison’s East Cleveland apartment in July 2013.

Grievance denied for Warren City worker caught by the FOX 8 I-Team not doing his job

WARREN, Ohio – A city worker caught by the FOX 8 I-Team not doing his job will have to serve his 40 day unpaid suspension, at least for now.

Warren Director of Safety and Service Enzo Cantalamessa ruled on his uncle, Celestino DiVieste’s grievance concerning the lengthy suspension and stated the discipline was appropriate.

DiVieste was found guilty of administrative charges of gross neglect of duty and being absent without leave.

“These are serious offenses and warrant a significant penalty,” Cantalamessa wrote in his decision denying the grievance.

He added that DiVieste’s actions “set a bad example for all employees and cannot be tolerated.”

The union will now review the decision and decide whether or not to take the matter to arbitration.

DiVieste, who earns about $18 an hour, was suspended for 40 days following our investigation in May.

The I-Team was contacted by several sources over the past few months, telling us that DiVieste was taking his city vehicle and going to a restaurant for several hours during his shift.

We went to Warren on May 3 and saw DiVieste pull into the restaurant parking lot at 10:45 a.m.

He parked in the back and went inside.

He then came back out at 11:30 a.m. and moved his truck to the side of the restaurant and went back inside.

At 12:30 p.m. he left.

When we asked him why he was there so long, he denied being at the restaurant. When we told him we have him on video he said we were “making stuff up.”

Erie County man facing drug charges brings marijuana-laced cookies to court

ERIE COUNTY, Ohio–  A man is facing additional charges after he appeared in court and brought cookies laced with marijuana.

Russell Klotz, 38, of Vickery, appeared in Erie Municipal Court on Monday to face charges of possession of marijuana and possession of drug paraphernalia. While in court, Erie County Chief Deputy Jared Oliver saw Klotz remove some paperwork and three cookies from his pants’ pocket.

According to the Erie County Sheriff’s Ohio report, the paperwork contained information about his medical marijuana prescription and his state medical marijuana card.

When Oliver asked him if the cookies contained marijuana, Klotz said they did.

“He said that he brought them to show the judge,” the report stated. “He claimed that he made the cookies at home and that he normally brings them to work to eat. I told him he was in violation of his medical marijuana statute.”

The cookies were confiscated and Klotz now faces a new charge of possession of marijuana, a minor misdemeanor.


I-Team: Up to 90% of recyclables in Cleveland go to the trash

CLEVELAND - A FOX 8 I-Team investigation has found nearly all recycling collected by city crews in Cleveland ends up simply dumped with all of the garbage collected.

If you live or work in Cleveland, you might think the bottles, cans, glass and paper you put in recycling bins all gets handled separately helping the environment, but the I-Team has uncovered the secret of what’s really going on with recycling in Cleveland.

We found up to 90% of recycling in Cleveland ends up mixed with regular trash.

The I-Team has spent weeks looking into this issue and we’ve learned most recyclable items collected in the city are ending up in the trash.

Internal memos obtained by the I-Team through public record requests show, "We still continue to push 85-90 percent of the recycling from our residents into trash…”

Meantime, Cleveland Mayor Frank Jackson and Darnell Brown, the city's chief operating officer, both told the I-Team on camera, the city's recycling program has completely broken down.

"It’s not working," said Mayor Frank Jackson.

In fact, exclusive I-Team video shows Cleveland recycling getting mixed in with the rest of the trash. We made a surprise visit there, and a supervisor confirmed what had just happened. He said, "One Cleveland truck came in, we inspected it, it was contaminated, we got rid of it."

Mayor Jackson said too many people are putting trash in with recycling, and it doesn’t take much trash to contaminate the entire load.

According to internal records, the problem has been going on for several months.

The mayor noted that the market for bottles, cans, and paper has gotten so bad the city now spends more and more money to collect recycling.

He added, "It costs us twice as much to get rid of recyclables as it would if we just put it in a landfill.” The mayor stressed that he, himself, continues to put items in the bins for recyclables even though he knows it will most likely be dumped in the trash.

Our findings leave taxpayers disgusted. Angelo Lisak, the owner of Mel’s Café in Tremont said,"Why are we recycling?” He added, "What's the sense?"

Those internal memos blame you, at least in part. Memos to the head of Public Works say,"Primary reason is lack of education and enforcement to the Cleveland residents. When we have enough waste collectors we are sending them to the transfer station to help sort our recycling."

The reports also state that an employee of the company that picks up recycling also has stationed a person at the transfer station to review incoming recycling loads.

So what’s being done about it? Again, the problem has gone on for months, and many people in Cleveland are separating recyclables for nothing.

The mayor said the city is going to hire a consultant to study the problem and recommend how to fix it. But there’s no firm timetable. He is hoping to get that done this year.

Dangerous trend growing as more drivers found asleep behind the wheel, Sandusky police say

SANDUSKY, Ohio - It's the call police and dispatchers all over northeast Ohio are hearing more and more often: a driver sound asleep, behind the wheel.

"She is trying to start the car," a frantic 911 caller told an Erie County dispatcher Monday morning. "She is upside down, her feet are in the windshield."

Police responded to West Perkins Avenue a few minutes later and found the woman, slumped over the wheel. The keys were in the ignition.

"It's a growing problem," said Sgt. Kevin Youskievicz, of the Sandusky Police Department.

Police took the woman to the hospital and later arrested her on misdemeanor charge of physical control of a motor vehicle while intoxicated.

"They go off driving thinking they are perfectly fine, when in reality they are not," Youskievicz said. "It may take a while for that drug to take effect but when it does they may pass out. If they are stopped that's one thing, but how many times are they going to pass out when they are actually moving?"

We have seen similar cases all over the area, including in South Euclid in April and last winter in Cleveland.

Police say they need your eyes to help them spot impaired drivers.

"The biggest help right now are citizens," Youskievicz said. "That old saying if you see something say something. Well it's very true because you may help prevent a tragedy down the road."

Sugarcreek officer injured, suspect dead in officer-involved shooting

SUGARCREEK, Ohio -- A Sugarcreek police officer has been injured during an incident that happened Wednesday morning, the Sugarcreek police chief confirmed to FOX 8 News.

The police chief said the suspect is dead in what was described as an officer-involved shooting.

The officer was taken to the hospital via helicopter. Sources told the I-Team the officer was stabbed.

There is no word yet on the officer's condition.

State agents with BCI are on scene and assisting.

We have a crew on the way to the scene and will bring you the very latest once we learn more.

I-TEAM: Homeowner fighting back after getting surprise tax bill from neighboring city

VERMILION, Ohio --  The I-Team has found a local homeowner who is fighting back after receiving a whopping back tax bill.

Joann Harris and her husband moved into their Lorain County Home in 2005, and for the past 14 years she thought she knew exactly where her house was located.

"When we bought the house we thought we lived  in Brownhelm Township, there was no question," Harris said.

But earlier this year, she and her husband received a notice from the Regional Income Tax Agency saying her home is actually located in the city of Vermilion.

"I was very shocked," Harris said.

She was also told they now owe back taxes for the past four years, which amount to more than $2,500.

"I called R.I.T.A. and city officials and they told me that where my mailbox is and where  my driveway starts, is actually in the township," Harris said.  "But where my house is located is actually the city."

She said they do not get city water or sewer services, and can't understand why she is being forced to pay back taxes.

"We don't get any benefits of living in the city, I pay for a septic system," Harris said.

Mayor James Forthofer said R.I.T.A. used new data and determined that the home is located in the city.

"We are sympathetic to her situation, particularly when it is is a surprise," the mayor told FOX 8. "She didn't know she lived in the city. It is a far corner but the city none the less."

The mayor said the city has waived late fees and penalties.

"We have always paid all our taxes but this situation is just not fair," Harris said. "We are being forced to pay tax dollars for many  things we don't benefit from and that's a lot of money."

The I-Team sent an email to R.I.T.A. but have not yet received a response.

Grieving parents get fencing installed at local bridge to help prevent future suicides

CLEVELAND - It has taken several years but fencing is now being installed on the Lorain Road Bridge, in an effort to help stop suicides.

The fencing started going up a few weeks ago and should be completed soon.

Michelle and Marty Biggins have been fighting for the fencing to go up on the Lorain Road Bridge between Cleveland and Fairview Park for the last several years.

Their daughter, Mindy Biggins, was 24 years old and a kindergarten teacher when she ended her own life by jumping off the bridge in 2004.

On Thursday, Michelle and Marty, and dozens of family and friends, stood by the bridge and released balloons.

“She was a beautiful person, and she always cared about others first,” Michelle Biggins said. “I was determined to make a difference in my daughter’s memory because she would want me to and hopefully we have already touched some lives and will continue to touch others.”

She said her family has heard of more suicides on the bridge since their daughter’s death, and she wanted to do what she could to help.

She worked with the Ohio Department of Transportation who helped make the project a reality.

The fencing has spacing small enough that doesn’t allow a person to climb it.

The project cost about $600,000.

Officer fired rounds in Beachwood Place parking lot; I-Team sources say suspect tried to run over officer

BEACHWOOD, Ohio -- Authorities are investigating an incident that happened in the Beachwood Place parking lot on Thursday afternoon.

Sources told the FOX 8 I-Team an alleged shoplifter was being chased. The male suspect took off in a vehicle that had been reported stolen out of Cleveland.

It's alleged that he tried to run over a police officer. Beachwood police said an officer fired  rounds.

The suspect abandoned the vehicle and a foot pursuit began. Authorities are still looking for the suspect. They released a photo of him:

We are told state agents are being asked to help police.

The officer suffered a foot injury; it's not known if the suspect was injured.

No one at the mall was hurt.

Brookfield Properties, which owns Beachwood Place, released a statement that said, " We are grateful that our guests and tenants were not impacted by today’s incident, and that there was no threat to our shopping center community.  "

The Vindicator in Youngstown to stop production after 150 years: reports

YOUNGSTOWN, Ohio– The Vindicator in Youngstown, which has been operating for 150 years, will reportedly stop production permanently.

Sources told WFMJ in Youngstown, the paper’s final issue will be published sometime in August.

Three employees told FOX 8’s Peggy Gallek they were told the news today.

WFMJ reports The Vindicator will officially announce the news in a letter to readers Saturday.

Congressman Tim Ryan called the news “heartbreaking.”

He tweeted, “The Vindicator has been a pillar in our community, and its reporters and staff have always been unwavering in their commitment to truth and transparency.  Local newspapers are critical to our democracy. We need to support them.”


U.S. Marshals join search for suspect in police-involved shooting outside Beachwood Place

BEACHWOOD, Ohio-- Beachwood Place was operating as normal Friday, a day after police shot at a shoplifting suspect who U.S. Marshals say struck an officer in the parking lot of the busy shopping mall.

The U.S. Marshals issued a release Friday, saying they are searching for 19-year-old suspect Jaquan Jones.

Police say Jones was driving a stolen car when he fled from officers at Beachwood Place and hit the officer, running over his foot. Police Chief Gary Haba told FOX 8 the officer injured his foot and is expected to be OK.

Jones eventually fled on foot in the South Euclid area. A firearm was recovered during the search for Jones.   He's been charged with felonious assault and is believed to be injured.

The officer, who fired two rounds at the suspect, has been placed on leave, per policy, the chief said.

Agents with the state Bureau of Criminal Investigation are looking into the police-involved shooting.

Cindy Groenstein of South Euclid said officers were searching for the suspect near her home.

"There had to be just in this neighborhood at least six to eight police cars and then they had police walking the streets, too," Groenstein said.

Beachwood Place has been the center of a handful of violent incidents in recent years including a shooting in March in the parking lot. In March of 2018, a man was shot in the knee after a fight broke out inside a rental van in the parking lot, and in 2017, a man was injured in a shooting that also took place in the parking lot.

Haba says the shopping area is safe.

And some shoppers say the recent incidents won't stop them from going to the mall.

"I think it's still a safe place; they put a lot of restrictions on you," said Alayanna Dunn. "You have to show your I.D."

Others say they are surprised and concerned.

"It just surprises me," said Sarah Reichert. "It is a safe neighborhood. You shouldn't have to worry about that and now that I have two young kids, would I take them there? It's something I would question now."

Video: Police arrest man accused of breaking into Medina’s Castle Noel

MEDINA, Ohio-- Less than an hour after being alerted to a burglary at Castle Noel, police had a suspect in custody.

“They did an amazing job,” said Mark Klaus, owner of Castle Noel.

Medina Police Chief Ed Kinney said, shortly after receiving a 911 call, officers arrived around 7:30 p.m. Sunday and spotted a broken window and a man inside the Christmas-themed museum.

Kinney said officers established a perimeter outside the building before entering.

“Once he was aware that the officer had seen him he was trying to go to different areas to escape but every avenue he found to escape there was an officer there,” the chief told FOX 8.

The man was arrested a short time later.

Kinney said the man, Shawn Bazan, 35, also admitted to breaking into “several” vehicles in the area of South Jefferson Street earlier in the evening.

Police are continuing to investigate and additional charges may be filed.

Klaus says he very thankful to all of the law enforcement agencies that responded.

He added that he plans to have a special Christmas in July event to thank all of the officers and their families.

“We are going to turn something bad into something good,” Klaus said. “It’s what you have to do.”

Drone dropped items into Euclid annex of Cuyahoga County Jail

EUCLID, Ohio– The Cuyahoga County Sheriff’s Office is investigating after a drone was spotted dropping items into the county’s Euclid Jail Annex, police said.

Police said they became aware of the incident last month, but said sheriff investigators are handling the investigation.

Sheriff Clifford Pinkney confirmed his detectives are investigating. He declined to say what was dropped into the jail.

Cleveland woman arrested after crashing into tree with kids in car

CLEVELAND-- A 33-year-old mother was indicted on charges of child endangering and operating a vehicle under the influence following a car crash with her children in the vehicle.

The crash happened May 24 on Talford Avenue.

Police said Brittanne Hodge was driving when she struck a tree and flipped the car. The children were taken by ambulance to the hospital.

Cleveland police body camera video released to the I-Team shows Hodge refusing to answer questions. She was not cooperative with officers and refused to give her name. She insisted she was not driving.

According to police reports, witnesses said Hodge was driving the vehicle.

She is free on bond and due back in court next week.

Police-involved shooting at Elyria gas station

ELYRIA, Ohio-- Authorities are at the scene of an officer-involved shooting in Elyria, law enforcement sources told the FOX 8 I-Team.

It happened at the Marathon gas station on East Avenue and Fuller Road.

No officers were injured.
